Remarks by President Biden on Tropical Storm Henri and the Evacuation Operation in Afghanistan

Since March, we reached out 19 times to Americans in Afghanistan, with multiple warnings and offers to help them leave Afghanistan — all the way back as far as March. After we started the evacuation 17 days ago, we did initial outreach and analysis and identified around 5,000 Americans who had decided earlier to stay in Afghanistan but now wanted to leave. Despite the treacherous situation in Kabul, we are continuing to evacuate civilians. Yesterday, we brought out another 6,800 people, including hundreds of Americans. And today, we discussed the ongoing preparations to help people continue to leave Afghanistan after our military departs.

The terror threat has metastasized across the world, well beyond Afghanistan. We face threats from al-Shabaab in Somalia; al Qaeda affiliates in Syria and the Arabian Peninsula; and ISIS attempting to create a caliphate in Syria and Iraq, and establishing affiliates across Africa and Asia. The fundamental obligation of a President, in my opinion, is to defend and protect America — not against threats of 2001, but against the threats of 2021 and tomorrow. That is the guiding principle behind my decisions about Afghanistan. I simply do not believe that the safety and security of America is enhanced by continuing to deploy thousands of American troops and spending billions of dollars a year in Afghanistan. But I also know that the threat from terrorism continues in its pernicious and evil nature.

The president made his comments to reporters about the speed of aid flowing into Gaza after presenting science and technology awards to several Americans for exemplary achievements that have had a positive impact on the United States. He added that the U.S. won’t hesitate to take action if needed to protect its forces and interests in the region. “The two leaders agreed on pursuing broader diplomatic efforts to maintain stability across the region and prevent the conflict from expanding,” the White House added. “The Israelis are making their own decisions,” Biden said Tuesday night when asked whether he has asked Israel to hold off on its expected ground offensive. On Tuesday two congressmen, Seth Moulton, a Democrat from Massachusetts, and Peter Meijer, a Republican from Michigan, made a clandestine trip to Kabul "to conduct oversight on the mission to evacuate Americans and our allies."

They added that since midnight local time, 200 had been evacuated to the base and flown out. This brings the total number of US citizens evacuated since August 14 to 4,700, the source added. The statement released Friday said two military planes carrying the last 81 Spaniards remaining in Afghanistan -- "including military personnel and embassy personnel" -- arrived in Dubai from Kabul early on Friday morning local time.

However, Patel noted that the State Department has listed Sudan under its highest-level travel advisory for months, which warns Americans not to journey to the country and advises that if they do, the U.S. government may not be able to provide help in a crisis. A private jet thought to be carrying another US congressional delegation has been denied permission to land at Kabul airport, a source familiar with the situation told CNN on Thursday. The source estimated there were about 1,800 local US Embassy Afghan staff still to get to the airport and “36 hours to do it.” They had already recovered 1,300 local staff and evacuated them, they said. Blinken said on Wednesday afternoon that there were 500 Americans identified who needed help to get to the airport.

Their bravery and selflessness has enabled more than 117,000 people at risk to reach safety thus far. May God protect our troops and all those standing watch in these dangerous days. The FAA put ground stops in place for Reagan National Airport, as well as airports in New York, Newark and Philadelphia. Amtrak said train service between Baltimore and Washington was operating at reduced speeds while crews inspected stations and railroad infrastructure, CBS News Producer Carter Yang reports. Our efforts have not been limited to the United States alone. Government (USG) has been the largest single donor of vaccines, having shared nearly 700 million doses with 117 countries as of March 2023.

At least 13 US service members killed in Kabul airport attack

Spain has ended its evacuation mission from Afghanistan, with the last remaining people expected to land at the Torrejon military airbase near Madrid later on Friday, the country’s Presidency said in a statement. Imagine if we had begun evacuations in June or July, bringing in thousands of American troops and evacuating more than 120,000 people in the middle of a civil war. There still would have been a rush to the airport, a breakdown in confidence and control of the government, and it still would have been a very difficult and dangerous mission. A source told CNN there was another 36 hours until the end of the operation to evacuate.

The source added there was another 36 hours until the end of the operation to evacuate, and the focus was now on local Afghan staff who worked for the US Embassy. “American citizens are still trickling in but their priority has shifted to local staff,” the source said. Sporadic fighting between the Taliban and the Panjshir-based National Resistance Front, led by Ahmad Masoud, has continued for a week. Taliban officials told CNN both sides had agreed to stop offensive actions.

The specter of such an operation comes as Israeli forces, aided by U.S. weapons and military advisers, prepare for what is widely expected to be a perilous ground offensive against Hamas militants responsible for the stunning cross-border attack that has reignited hostilities. While the administration says it is working towards evacuating American embassy staff still stranded in the country, it makes no promises about other Americans who could get let behind. Biden and the crown prince spoke about “efforts to deter state and non-state actors from widening the conflict between Israel and Hamas,” according to the White House. Biden administration officials have repeatedly warned Iran not to become involved in the conflict. U.S. forces in the region over the last few days have come under repeated attacks that the Pentagon has said were likely endorsed by Iran, which is the chief sponsor of Hamas, the Hezbollah militant group in Lebanon, as well as militant groups in Iraq and Yemen.

“This information prompted us to engage in a great deal of contact with our allies and ultimately cease all flights from Kabul to Islamabad,” he added. An asylum seeker, on the other hand, is a refugee who has arrived in the country they wish to live and has formally applied for asylum via that country’s formal channels. The country may ultimately decide that the individual does not meet the UN’s definition of refugee or that they should have applied for asylum in a different country. In this instance, the person might be sent to another country or in some instances back to the place from where they fled. A good example of how refugees differ is the current crisis in Venezuela.

Now, some say we should have started mass evacuations sooner and “Couldn’t this have be done — have been done in a more orderly manner? In the 17 days that we operated in Kabul after the Taliban seized power, we engaged in an around-the-clock effort to provide every American the opportunity to leave. Our State Department was working 24/7 contacting and talking, and in some cases, walking Americans into the airport. We remain committed to get them out if they want to come out. Secretary of State Blinken is leading the continued diplomatic efforts to ensure a safe passage for any American, Afghan partner, or foreign national who wants to leave Afghanistan. As General McKenzie said, this is the way the mission was designed.

President Biden spoke earlier today with Prime Minister Netanyahu. The President reaffirmed his ironclad commitment to Israel’s security following the successful defense against Iran’s unprecedented missile and drone attack earlier this month. They also reviewed ongoing talks to secure the release of hostages together with an immediate ceasefire in Gaza. The President referred to his statement with 17 other world leaders demanding that Hamas release their citizens without delay to secure a ceasefire and relief for the people of Gaza. The President and the Prime Minister also discussed increases in the delivery of humanitarian assistance into Gaza including through preparations to open new northern crossings starting this week. The President stressed the need for this progress to be sustained and enhanced in full coordination with humanitarian organizations.
